In many cases there is a need to transfer to employees or non-managers partial rights of personnel management, for the activities of assigned employees. The purpose of such a guideline is to set uniform criteria - it regulates the delegation principles according to which employees are given special responsibility as technical managers through delegation.
This model regulation lists the tasks that can be delegated and those that cannot be delegated.
Since delegation creates the new category of technical managers as "employees with special responsibility", the model regulation contains a passage stating what consequences this has for line managers.
